Definition of disaster
DISASTER
Disaster is derived from two words, 'dis' meaning bad and 'aster' meaning star referring to a calamitous event that occurs suddenly and causes great damage, hardship or even loss of life. It can also be defined as an unforeseen and sudden event that causes great damage, destruction and human suffering. A disaster is also defined as a situation where widespread human, material, economic or environmental losses have occurred that exceed the ability of the affected organization, community or society to respond and recover with its own resources.
A disaster is a real or anticipated occurrence that endangers the life, safety, welfare or well-being of some or all the people and cannot be brought under the control by the use of all regular municipal government services and resources.A disaster is a serious disruption to community life which threatens or causes death or injury in the community which is beyond the day-to-day capacity of the prescribed statutory authorities and requires special mobilization and organization of resources other than those normally available.
A disaster occurs when a hazard impacts vulnerable people. A combination of hazards, vulnerability and inability to reduce the potential negative consequence of risk results in disaster. A disaster is defined as an emergency which is out-of-control.
Disasters may be defined as the disruptive and/or deadly and destructive outcome of physical or human-induced triggering agents when they interact with and are worsened by vulnerabilities from
diverse but overlapping environments. Disasters are often described as a result of the combination of a natural hazard, the conditions of vulnerability, and insufficient capacity or measures to reduce or cope with the potential negative consequences.
There have been many attempts to define disasters, but all run into the problem of either being too broad or too narrow. Most disaster events are defined by the need for external assistance. Disaster can be defined as the culmination or eruption of life threatening processes into events whose destructive forces over-power or overwhelm the coping mechanisms of a given socio-economic unit, such as a family, community, city, nation or region. The United Nations International Strategy for Disaster Reduction (UNISDR) defines disaster as a serious disruption of the functioning of a community or a society at any scale due to hazardous events interacting with conditions of exposure, vulnerability and capacity, leading to one or more of the following: human, material, economic and environmental losses and impacts.
